Well, maybe they won&#8217;t.  Apparently they have a fallback plan in case he gets so far behind it doesn&#8217;t even look stealable.  According to an <a href=\"http:\/\/www.freep.com\/news\/latestnews\/pm20449_20040625.htm\"><i>Associated Press<\/i> story<\/a>, the head of the Federal Election Assistance Commission (appointed by Bush, which gives that title a real Orwellian sound), the government needs to establish guidelines for canceling or rescheduling elections if terrorists strike the United States again.  What would constitute an attack serious enough to cancel elections?
